Answer C. Even if the targets are not necessarily quantitative, their specificity nonetheless is helpful in developing targeted metrics to better gauge progress.p. 37. C appears better, e.g. achieving SDG 1 (No poverity), 2 (No hunger) and 3 (Good Health and well-being) in tandem, just to mention the first 3.
