Maybe I am overthinking this, but I believe the correct answer is A. It is my understanding that Agile favours bottom-up estimating ahead of analogous. Additionally, you cannot estimate costs before understanding the scope of the project, the customer representative will be able to provide an understanding of the features that need to be developed or prioritized, based on this information you can then go ahead and estimate costs.

Lessons learnt will contain information such as the cost of the previous project and areas they could have been able to cut cost. Looking at only the cost of previous project will not say anything on areas cost could have been reduced but the lessons learnt will point that out.

Thank you for this. This makes a lot of sense because the previous project could have had overruns because of a unique situation and they could have also found more efficient processes that would make a future project less costly. Makes sense,
