The reason this is incorrect is because the question is asking for the full description of 69644, which can be read as the ones indented below 69641 are similar procedures except for the portion after the semi-colon, so you are partially correct but it is not the addressing the question itself literally. Option A reflects that, if you read it closely you will see that.
