I think B, C, D could deploy EC2. However, since your delegating a standard config to business units, I'd lean towards using a Service Catalog product as a frontend for CloudFormation templates in the background. I think the URL demonstrates usage for EC2. https://docs.aws.amazon.com/servicecatalog/latest/adminguide/getstarted-CFN.html

A product consists of one or more AWS resources, such as EC2 instances, storage volumes, databases, monitoring configurations, and networking components, or packaged AWS Marketplace products. The correct answer is to use AWS Service Catalog to publish a product and launch constraint role for EC2 instances. This allows business units to use only approved EC2 instance configurations. Other options do not provide the necessary control over the instance configurations. Ans: C
