Combining this with SAP HANA system replication with data preload allows for fast recovery as the data is already loaded into memory of the secondary node, making it immediately ready for failover when needed. This is a bit confusing to me: preload option requires an instance as big as the primary, so it's not cost effective. multi-tier is implemented in scenarios where there is HA and DR, the question asks for HA. It seems the first option is more affordable.

I agree. 12 TB in memory for standby instance is expensive. A is understandable as to cost effectiveness. I'm not sure though.
