This is a bit confusing to me:
preload option requires an instance as big as the primary, so it's not cost effective.
multi-tier is implemented in scenarios where there is HA and DR, the question asks for HA.
It seems the first option is more affordable.
If using a smaller instance for the secondary SAP HANA database, turn off memory preload to accommodate a smaller memory footprint on the standby and reduce cost
