I do not agree with the answer "D". Yes the instance is unhealthy but its still answering the requests and terminating it first might add to the impact. Launch first and terminate after. I'll go with "A"

Usually, if it is unhealthy it is not responding to requests anyway and therefore the impact is already there and not added when the instance is terminated. In fact, it is the best choice otherwise you will be billed for an extra EC2 instance before the unhealthy instance gets taken down.
