By configuring the encrypted-volumes managed rule within AWS Config and specifying the key ID of the CMK, AWS Config will continuously evaluate all existing and newly created EBS volumes and check if they are encrypted with the specified CMK. If any volume is found to be non-compliant, AWS Config can trigger a notification or perform an automated remediation action.

Answer B AWS Config => Checks whether the EBS volumes that are in an attached state are encrypted. If you specify the ID of a KMS key for encryption using the kmsId parameter, the rule checks if the EBS volumes in an attached state are encrypted with that KMS key. https://docs.aws.amazon.com/config/latest/developerguide/encrypted-volumes.html

B - is the most efficient way. However , I am unsure on how to enforce the encryption on future volumes. I could be wrong but Config just evaluates and does not action https://docs.aws.amazon.com/config/latest/developerguide/evaluate-config.html

I think you are right. It doesn't prevent action and shows out of compliance resources. I think service control policies might work but there is no answer for this.
