Both option C and option D achieve the same end result, but they use different AWS services to set up the billing alerts: Option C sets up the billing alert directly in the Billing and Cost Management console without involving CloudWatch, while specifying the SNS topic for notifications. Option D sets up a billing alarm in CloudWatch, which monitors the billing metric, and publishes an SNS message to the specified topic when the alarm is triggered.

need to enable billing alerts on the payer account ( we want to monitor all accounts ), create an alarm in cloudwatch and integrate it with SNS to get a message - so D is correct.

Ans: C You don't need cloudwatch to publish billing alarms. Also Between A & C, Option A says "Publish SNS message when the alarm triggers", this sounds like you need to manually publish a message or something like that. Option C sounds perfect

The billing alarm is in the CloudWatch not in the Billing and Cost Management console.

B. Billing management console: Turn on this feature to monitor your AWS usage charges and recurring fees automatically, making it easier to track and manage your spending on AWS. You can set up billing alerts to receive email notifications when your charges reach a specified threshold. Once enabled, this preference cannot be disabled. Manage Billing Alerts or try the new budgets feature! Previously CloudWatch was only available, now you can do it without the usage of CloudWatch directly. If you use the new feature, it will put a managed alert in there afterwads.
