I say A & B Because in both case your are tagging resources in Cost allocation tags and resource tags. but with the addition of AWS Budgets will be able to track your service costs and usage.

When you create a budget, AWS Budgets provides a Cost Explorer graph to help you see your incurred costs and usage.

change my opinion. The answer is BD. aws.amazon.com/premiumsupport/knowledge-center/tags-billing-cost-center-project as above link says about cost allocations tags and tagging esources. and aws budget is only to use warn customers about budget not to analyze budget. if both cost allocation tags and resource tags are set, user can analyze budget by cost explorer.
