Agree with D. Reserved instances for the 50 that are up most of the time, Spot fleet (mix of on-demand and spot) for the others

I was thinking 'D' - 'C' seems arbitrary with the number 40 unless you do 80% of 50, which makes no sense to do.

I go for D. My though about C is that this option could fail to fulffill the price or EC2 quantity requirements because of the spot price at a given time or the compute capacity available in a region for spot instances.
