Interesting question. At least for me as this can be applied/encountered IRL. (where it actually matters lol). I go with C. Nice move trying to misdirect you with Ec2 CPU threshold not reached. However the DB instance (RDS instance) may have its CPU at 100% as them EC2 are reading from it and the DB may not be strong enough to sustain. A read replica helps reduce the load. And that should solve the problem

no. mostly the changes is in the app code which route SELECT data into read-replicas endpoint/url
