Answer D They are talking about connection between on-prem environment and AWS. So not client connections. So this has to be s2s VPN.

DirectConnect Site to Site VPN concept direct link use internet establishment/ setuptime over a month immediate consistent throughput between ends yes no encryption no yes (still secure since it is dedicated line)

Seconded. They're looking for a simple connection *between* an entire on-premise environment (including all users an resources within) and a VPC - not for a solution in which clients can access an on-premise location and a VPC. The easiest is an site-2-site IPsec tunnel. So D. It's also transparent for users - they don't have to connect via landing page or have to install anything.

Its D, client VPN only will allow someone to connect through a tunnel, not explicitly everyone which option D will serve.

"The connection should be set up quickly" : - Implement AWS Direct Connect : needs an auditing of company's network equipment according to Amazon. SO the answere D should be ok.
