A LOA is a documentation that allows someone to pass a fiber cable to a specific rack, and a specific port, on amazon side It is an official document that states "ok, I, amazon, allow you to plug a monomode cable here" Each physical link requires a dedicated LOA, there is no relation with LAG here So, 10 fiber cable : (4 + 1) * 2 -> 10 LOA

I searched for an image of the LOA document. It is as simple as which port in which rack and unit should be used. It has no LAG information in it. It is for each of the physical connections. 4 connections in the LAG would require 4 of this paper. I would go with D
