Answer is D, it's one LoA per physical connection, regardless if it's part of a LAG: When you create a LAG, you can download the Letter of Authorization and Connecting Facility Assignment (LOA-CFA) for each new physical connection individually from the AWS Direct Connect console. ref.: https://docs.aws.amazon.com/directconnect/latest/UserGuide/lags.html

Guys, one two-connection LAG and one DX for each data center one two-connection LAG = 02 LOA one for DX = 01 LOA So one data center needs 2+1 =3 LOA We have 02 data centers: 3 x 2 = 6 (LOAs)

But they want to add one extra connection to an existing LAG, per datacenter. Two physical new connections = 2 LOAs

Each datacenter has existing : 1 x LAG, 1x DX = 2 x LOA's So for both datacenter we have in total 4 x LOA's so far. We will add another 1 x new connections per Datacenter, which brings the total to 6 x LOA's.

The answer is D. Per documentation: https://docs.aws.amazon.com/directconnect/latest/UserGuide/lags.html. When you create a LAG, you can download the Letter of Authorization and Connecting Facility Assignment (LOA-CFA) for each new physical connection individually from the AWS Direct Connect console. So that'd be 2 per LAG and 1 more for the individual connection, in total 6. Now to modify these LOA you can see https://docs.aws.amazon.com/directconnect/latest/UserGuide/create-connection.html. If you need to change the LOA-CFA after it has been created (for example, you need to change the ports), contact AWS Support. No LOA is created.
