How can it be D? A /28 gives you 11 possible hosts and that seems a lot closer to 14 than any other answer

In AWS, a Subnet will reserve 5 IPs. So you can't use those.

Don't forget the extra IP address reserved for AWS use in addition to the 14 hosts required, hence the answer should be D.
