According to https://docs.aws.amazon.com/sns/latest/dg/sns-monitoring-using-cloudwatch.html you need to configure the CloudWatch to enable monitoring, "Once you have configured CloudWatch for Amazon SNS, you can gain better insight into the performance of your Amazon SNS topics, push notifications, and SMS deliveries".
So now after enable 1-minute monitoring for SNS the right response is B.

This question no longer applies since it is not standard that SNS provides data to CloudWatch every minute for no additional cost. The answer used to be A though
