C. There is no need to enable since SNS provides data every minute "The metrics you configure with CloudWatch for your Amazon SNS topics are automatically collected and pushed to CloudWatch at 1-minute intervals. " There is no need to enable detailed monitoring

The answer should be C as There is no action needed on your part to begin taking advantage of Amazon CloudWatch metrics with 1-minute resolution. This feature is automatically available for all existing and new Amazon SNS topics at no additional cost in all AWS regions.

According to https://docs.aws.amazon.com/sns/latest/dg/sns-monitoring-using-cloudwatch.html you need to configure the CloudWatch to enable monitoring, "Once you have configured CloudWatch for Amazon SNS, you can gain better insight into the performance of your Amazon SNS topics, push notifications, and SMS deliveries".
