It's not A. It could be B or D, but its network it's really isolated. You can reach govcloud EIPs from any region, so I'm going with B https://docs.aws.amazon.com/govcloud-us/latest/UserGuide/usage-and-payment.html

AAA There's a 1:1 relationship between a GovCloud account and a Standard account. Due to ITAR there is no billing functionality or Cost Explorer, Budgets, etc in ones GovCloud account. It all gets passed through to its Standard account counterpart.
