From this link they still list "Create public subnets for your backend instances" step before configuring LB and associating public subnet with the LB. I'm going with C.

Then, associate the public subnets with your load balancer.

Answer is C. They use tricky wording here. You have to CREATE a public subnet before you start associating it with the ALB. Words guys. Words.

ANS: A Verified by deploying ALB in the public subnet and EC2 in the private subnet. Internet-facing ALB's can communicate with Private EC2 instances.
