WHY NOT D ? Because the question specifically says : " application must consist of technologies that do not require the administration team to manage instances or clusters " ....... and RDS needs Administrative overheads. Therefore answer is A : " Aurora ServerLess"

Exactly, read carefully. Do not require the administration team to manage instances. With RDS you have to manage the instance. Aurora Serverless requires no management of the instance.

D + E the key words "that do not require the administration team to manage instances or clusters" only apply with Fargate Service and with the other tier we can selected RDS mysql
