When the connectivity or workload decreases, Aurora Auto Scaling removes unnecessary Aurora Replicas so that you don't pay for unused provisioned DB instances. You define and apply a scaling policy to an Aurora DB cluster. The scaling policy defines the minimum and maximum number of Aurora Replicas that Aurora Auto Scaling can manage. Based on the policy, Aurora Auto Scaling adjusts the number of Aurora Replicas up or down in response to actual workloads, determined by using Amazon CloudWatch metrics and target values

Aurora scale automatically, no need to configure it. Instead is possible to create read replica in other, so B is ok

Excellent point, yet it says " application and database tiers" in the same region. how would one justify adding read replica in another Zone?

When u have the option to scale 15 read relicas in a region then why specifically going for Cross Region as there is no such requirement. Secondly if you want option B, in that case Aurora Global will be required.

Aurora autoscales with regard to storage capacity automatically. At the node level, Autoscaling in Aurora refers to scaling read replicas(unlike RDS where we refer to storage space, its not enabled by default in RDS) https://1drv.ms/x/s!Al2WmWQmp2xZtmVg-9uLU1O6Rhdl
