The answer is "C" The question asked for "High Availability with minimum downtime". Which means that 1 AZ is sufficient. In case of downtime, read replica can be promoted. "B" is for Fault Tolerance, where no downtime is needed.

But this answer is just about read replica - from my point of view this is just one part of the a general HA requirement.. Iam not sure, but i would rather go with D
