C for correct https://aws.amazon.com/premiumsupport/knowledge-center/multivalue-versus-simple-policies/: "Use a multivalue answer routing policy to help distribute DNS responses across multiple resources. For example, use multivalue answer routing when you want to associate your routing records with a Route 53 health check."

You can't use multiple records of the same name and type with simple routing. However, a single record can contain multiple values (such as IP addresses).

Use a multivalue answer routing policy to help distribute DNS responses across multiple resources. For example, use multivalue answer routing when you want to associate your routing records with a Route 53 health check. This use case only have one resource : EC2. So the answer is A.

Sorry, it's C. The reason is : Note: You can't attach a health check to a simple routing policy. Instead, Route 53 returns all values to the client regardless the status of an IP address. When an unhealthy IP address is returned, the user's client tries to connect to the unhealthy IP and the user experiences downtime.

C is correct. A seems correct, but simple routing doesn't support health check.
