AWS Config does not currently record Amazon Glacier resources; you must create a custom rule if you wish to monitor such a resource. Reference: http://docs.aws.amazon.com/config/latest/developerguide/evaluate-config_develop-rules_nodejs.html#creating-custom-rules-for-additional-resource-types
If you go to AWS console > AWS Config > Rules > Add rule > Add AWS managed rule
and search for Glacier you will not find anything.
If there is no ready to use Managed Rule, I suppose that you will have to create a custom rule
