In the main payer account, the Administrator configures Amazon CloudWatch Events triggered by AWS Health events triggered by AWS Health triggered by AWS
Health events to issue notifications using Amazon SNS, but alerts in the linked accounts failed to trigger.

Answer is D. The missing steps here are Setup Organization and Enable Organization View. https://docs.aws.amazon.com/health/latest/ug/enable-organizational-view-in-health-console.html

Answer is B, even though D is a valid statement the question asked why the alert failed not how to fix it. It failed because Personal Health Dashboard only does on account. If the question asked how to fix it then the answer would have been D. Hope that helps.

C is the answer After you set up AWS Organizations and sign in to the management account, you can enable AWS Health to aggregate all events. These events appear in the Personal Health Dashboard.
