Answer is C. A Provisioned IOPS SSD (io1) volume must be at least 4 GiB in size. Try to provision an EBS SSD volume with 3 GB in Size via Console and you will get the above error.

For General purpose Volume, the Volume size must be at least the size of the snapshot (8 GiB)

Neither C or D is correct. https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ebs-volume-types.html#EBSVolumeTypes_piops Provisioned IOPS SSD volumes can range in size from 4 GiB to 16 TiB and you can provision from 100 IOPS up to 64,000 IOPS per volume
