Key difference between A and C is that you cant tell the Launch Template/Configuration to go up or down, but you can tell the ASG itself to do it

so you can notify ASG to scale down, but not up?

You can tell the ASG to scale down or up, but you can't tell the ASG launch configuration to scale up or down.
