Actually m2 instances for RI are possible, please check the link here: https://aws.amazon.com/ec2/previous-generation/ Also according to the upper link, the recommended upgrade path for m2 is upgrading to R4. The change from m2 to m5 is unexpected here because m2 works for 2 years without problem. The key for this question is 'reduce cost' but not others. So I think C is good.

M2 is not in the RI list of the link you provided

M2 exists in the link provided , plus as per upgrade path it should be upgraded to R4 . as ANS0908431 mentioned there's no reduction in cose when we upgrade to higher instance type while having constant load , it's not logical that the exam expect us to memorize all instances types available for RI !!

Selected Answer: B
The m5 instances are the latest generation and generally offer improved performance and cost-efficiency compared to the older m2 instances. By migrating to the m5 instances and purchasing Reserved Instances for the specific m5 instances, you can benefit from the cost savings provided by Reserved Instances while leveraging the newer instance type.

https://aws.amazon.com/ec2/previous-generation/ M5 instances provide the latest Intel Xeon processors paired with the new Nitro Hypervisor which delivers practically all of the compute and memory resources of the host hardware to your instances. With M5, you get a higher performing CPU with support for AVX-512 instructions, up to 384 GiB of RAM, and up to 25 Gbps of networking bandwidth, all at a lower price point then our previous generation instances. B correct

I think the answer should be A according to https://cloudacademy.com/blog/application-load-balancer-vs-classic-load-balancer/ - "In addition to cost savings, Application Load Balancer offers more features and flexibility compared to the Classic Load Balancer. There are some exceptions, however. For example, if you’ll be using TCP/SSL or EC2-Classic, then you should use the Classic Load Balancer."

Traffic and Utilization have been constant and predictable. Reducing the cost is the concern here, so Purchasing Reserved Instance is the only solution needed. LB type works fine. I will go with A

ANSWER IS C, ALB IS THE MOST COST EFFECTIVE LB. also since the traffic is the same and nothing is changing no need to change the instance

You're correct, the answer is C. BUT, you achieve further cost saving of up to 72% by changing your instances to reserved instances.
