B. You have an ELB configured and you need two EC2 (des\min\max =2) if one AZ fail the Auto scale will launch new instance in 3'rd AZ.

Answer is A Highly available --> 2 AZs Without a load balancer, it becomes an issue if you bring up 2 instances across 2 AZs. Hence A is the best option.
