For tags to be used as cost allocation tags, they need to be activated in the AWS Billing and Cost Management console. Even if the developers have added the Business-Unit tag to the EC2 resources, if it is not activated as a cost allocation tag, it will not appear in Cost Explorer for filtering or grouping the EC2 costs based on that tag.
