I think A is the best answer, in addition its auto-applied to the instances without rebooting https://wiki.outscale.net/display/EN/Modifying+the+DHCP+Options+Set+Associated+with+a+VPC

I was gonna pick "C" , but the question asks for the most efficient way hence "A" should be the correct answer.

Answer is C because we need to add the new DNS server to the 100 instances, the most efficient way to get this done is use System Manager to automate the configuration

I agree with you. But say if you update it on the VPC level, it will reflect the same settings to every other resource on the VPC. Out of options given A is the best answer. But checking
