d wrong. each Private VIF connect to one VGW per VPC. no way to have 2 private VIF for single VPC

From the fault-tolerance aspect, option #B looks more rational than option #D. However, it looks to me that this organization only has a single on-premises site. That means the cross-connect location cannot happen in general.

Answer is B. D is not fault tolerant in case the DX locations is offline.
