if you want to see the cost breakdown based on projects you need to have tags associated to each project. I think D is the answer.

But the question asks for the "least amount of operational overhead". Surely, there is a better way than to go into your billing console to tag every element/resource within your VPC?

I would go for A as cost allocation tags in option D work in conjunction with Cost Explorer anyway. Also, Cost Allocation tags wouldn't work in this scenario (IMO) as the question suggests projects underway and CAT cannot apply to the resources that were created before the tags were activated.

Tag is definitely needed for this use case. Even though Cost Explorer is not mentioned in D, it is still a feature of AWS Cost Management and Billing service, which is mentioned in the answer. So, I think D is the right answer.
