B by elimination: Since the report need to be created only once a month Amazon Kinesis is out because it is a streaming service. so A and D are out. To query data in S3 in a cost effective way, Athena is the answer so B is the correct answer

B: The Management Account CUR is for all member accounts, even though member account can have the own CUR reports why go through an extra effort of looking at cur at member account level
