Why isn't the answer Performance Efficiency? Even though the question mentions scaling, it didn't specifically state vertical or horizontal. Vertical is an example of Performance Efficiency and horizontal is an example of Reliability. Question said scaling is used to recover unhealthy applications, so horizontal scaling is implied. Horizontal scaling and Application Load Balancer fall under Reliability.
