By default, the maximum number of cache nodes you can run in Amazon ElastiCache (specifically with Memcached) is:
200 cache nodes per AWS account per region.
This is documented in multiple sources, including AWS official documentation. However, note:
For Redis, the concept is different. Redis uses shards and replication groups, and the limit is expressed in terms of shards per cluster and clusters per account, not cache nodes directly.
This limit can be increased by submitting a Service Quotas request.

Q: How many nodes can I run per region in Amazon ElastiCache Memcached?
You can run a maximum of 100 nodes per region. If you need more nodes, please fill in the ElastiCache Limit Increase Request form.

https://aws.amazon.com/about-aws/whats-new/2018/11/amazon-elasticache-for-redis-now-supports-up-to-250-nodes-per-cluster/
250 Nodes per cluster
The question itself is in questions as it didn't point up whether maximum for each region or each cluster.
Memcached supports up to 100 nodes per customer for each AWS Region with each cluster having 1–20 nodes. You partition your data across the nodes in a Memcached cluster. When you run the Memcached engine, clusters can be made up of 1–20 nodes
