I think A is the most suitable answer, as it' about the flexibility only AWS as a cloud provider provides. Of course you can provision and terminate your compute resources as an on-premises data center as well, but it takes much more manual work and time. In AWS, it's just a few clicks.

B is no wrong. The point is, A is better fit about the question. I mean, for practitioner exam, most of time COST is the best option if available.
