If the account owner wants to create a policy for RDS, the owner has to create an IAM user and define the policy which entitles the IAM user with various RDS services such as Launch Instance, Manage security group, Manage parameter group etc.
Well B mentions "database" and you don't need IAM permissions to access the database. You need endpoint and user ID and password with some other info based on configuration.
D has "user" there so its not certain whether IAM user is mentioned or DB user
C is the right answer because of proper choice of words there.
badly worded question and answer, take me awhile but still can't understand until i checked on the answer.
C. is the correct answer for root user himself to have access to RDS
