It's B or D. I go with D. Having 9 standby failover instances is so wasteful, if it's even possible. Lot's of money down the drain. Plus, route 53 failover routing only mentions primary and secondary which suggests to me there can only be 2 records but not sure. Even if you can have, 9 ALB is much better anyways. It has to be D.
