A | E are the answers At Trusted Advisor we can verify if service limit has been reached (A) and checking the response or RunInstance requests (E) can help troubleshoot it

AWS Systems Manager provides the following capabilities for taking action against or changing your AWS resources (Automation, Change Calendar, Maintenance Windows). However, it doesn't monitor limits.
