the thing is ... question is asking for "backups" in another region. A read replica is for active use by db clients' live read operations. We don't want that ... we just want a backup.

However, it's important to note that cross-Region backups may cause additional latency, and the backups may take longer to complete if there is limited bandwidth between the Regions.
