C seems correct, option B and D are not suitable because they depend upon resources already created but how about new services with no resources provisioned yet

elastic beanstalk can be used to launch instances for while deploying your applications. no need to provision them. codedeploy - deployment on existing ec2 instances. codebuild- used to create packages, no deployment (question asks for deployment)
