Gas enclosed in a glass tube is for fluorescent lamp, but it is not the outdoor application. Outdoor application is for metal halide lamp

Agree that answer should be fluorescent lamp. But they do have limited outdoor usage (e.g. tunnels, underpasses and some signs)
