When you add a new data item (such as a new attribute, field, or entity) to a data model, it's not just a simple addition. That new item typically requires:
-Processes to collect, validate, store, and update it
-Integration work with upstream and downstream systems
-User interfaces or reports to handle and present it
-Business rules to govern its use
-Metadata, lineage, and quality monitoring
In contrast, adding to a process model may not always involve as many downstream ripple effects. That's why adding to the data model tends to drive up costs faster — each item potentially leads to many supporting processes.
