In check point exams when its not directly mentioned that the question refers to rel 80.xx the answers refer to pre 80.xx releases. so in this case C is the right answer to give ;)
This is a type of question on which CP "forgot" to mention "Choose the BEST answer".
From R80 and onward, you can forget about manually modify the local.arp file. Everything is automated now, you just have to enable the option automatic creation of Proxy ARP.

C is correct but you no longer have to do this manually . Question is outdated .
You can either do it in Gaia or you can follow sk114395 and enable the automation .

A is correct. Automatic creation of Proxy ARP for Manual NAT rules can be enabled in R80.10 and later.
