The way I see it D is the correct answer. On page 266 of the courseware the following is stated: As a starting point, a default rule is included. The default rule applies to the entire organization. Add (clone) new rules for specific protection scenarios. For example, create a rule that applies only to specific devices or entities. So so you always have to create a new rule to change the "applies to" parameter.
