From the link you gave: "This is a remote licensing command, which affects remote machines. It is executed on the Security Management Server" So this would not work with the phrasing of the question. B is correct.

In my lab with distributed deployment, R80.40 SMS and 2 gateways are installed in HA with the latest JumboHotfix take 156. Both gateways with internet access. I got a test license linked to an SMS IP and tried to install it on the gateway: cplic put /home/admin/CPLicenseFile-test.lic This license cannot be installed on the local machine: The license IP Address does not match any of the local machine's IP Addresses. If this license has an IP Address of the SmartCenter Server, use Smart Update to install it. 1 suitable licenses were found in input file and have been installed ... The first message indicates a problem with the IP, but the second one indicates the successful installation of the license. Further in SmartUpdate I saw that the type of license installed in this way is displayed as local. The license is also displayed in SmartConsole. As a result, you can install a central license for the gateway, or rather attach it with an error and it will become local with the same management capabilities, but in my case both gateways are controlled by one SMS.

I think central license is control by management server . local license only can install via cli directly to security gateway.
