When you create a parent rule you can set the action to Inline Layer X which means that if the parent rule match it will check if the packet matches the rule in Inline Layer X(sub layer)
A is incorrect since ordered policies are layers of policy.

D is incorrect since R80 GW's supports ordered policies as the answers above imply.
Therefore, C is correct - you can define an action (drop,accept,inform and etc)
A voting comment increases the vote count for the chosen answer by one.
Upvoting a comment with a selected answer will also increase the vote count towards that answer by one.
