Requires purpose built applications should be out. It is necessary for both I think.

What I think what they mean here is that you can use only specific applications that are supported in a cloud deployment so that may be correct. Shared ownership and accessibility - that one bugs me - you and only you have a access to your could deployment but you dont "own" anything, but it can also be interpreted as everybody is using the same could... But as Cisco is pushing could we should pick the most positive answer for could and whatever is negative for on-prem :)
