B is Correct https://www.cisco.com/c/en/us/td/docs/security/ise/2-2/admin_guide/b_ise_admin_guide_22/b_ise_admin_guide_22_chapter_0111.html You should check the Enable Device Admin Service check box in the Administration > System > Deployment > General Settings page to enable TACACS+ operations. Ensure that this option is enabled in each PSN in a deployment.
