while SNMP can retrieve configuration data, it does not provide the ability to modify the configuration of network devices. This is a feature that is only supported by protocols like NETCONF.
Definity SNMP can change configuration of network devices. Otherwise why do you need to type ro or rw in the command? Lots of management tools use SNMP to deploy the configuration for a group of devices.
